I don't know if I wordered it correct.
This is a bug in the game. There have been many discussions on this topic but they have not been conclusive. There are two options: either they are opening diplomacy and saying nothing, which is definitely a bug, or they are bribing.

I have found that they actually attack soon after in vanilla. Anyone else? (I haven't played through vanilla campaign for years this is just from memory)
In vanilla an AI attack is always just a few turns away, whatever the situation. I've recently been able to obtain half of Frances lands in settlement for their repeated attacks and then begging for ceasefires a few turns later. It's quite amusing to take over western Europe without having to fire a single shot.
Well, apart from the rather large barrage I aimed at Sicily after they started raiding my coastline.
Anyway, the AI diplomat thing is best just ignored. It happens way too often for it to be any real in-game action. If they were trying to bribe, then I would expect to see a lot more towns turning faction than is actually the case.
Yes they are most probably attempting to bribe you, no AI faction is ever a true ally to be honestOne time in a Venice campaign, the HRE had a huge full stack next to Bologna. Over the course of about 10 turns, a Danish diplomat kept doing exactly as you have described, and eventually, they bribed the army to their faction (god knows how they managed to pay for it!)

I think they defo try to bribe your settlements/armies, because I saw when it was succesfulIt was exactly the same move then.
But I see that a lot and rarely get attacked by that faction afterwards. On a vanilla Byzantine campaign which I played for almost 300 turns I had an alliance with Hungary all the time, since about turn 3, and they did that bribe- move like , dunno, 50 times?![]()

It's unlikely that them offering you their scroll is a bribe due to several reasons:
A) Princesses do this often as well, and princesses can't bribe, and they're not offering their hand in marriage either since in most cases I remember them doing this to married generals as well.
B) I've only ever seen the AI bribe one settlement, out of doing this about a million times - More often than not, the settlements didn't have governors and would be easy targets... Meaning the bribing should have been far more successful than it is.
As I've said before, I'm happier calling it a random bug due to it really looking like a random bug. I mean, out of the million times you've seen them do this, how many times have they actually bribed your cities? Do you agree that these percentages are simply impossible? A success rate of one in a thousand at least? That's unlikely. Even in M2TW, and especially for the AI.

Regardless as to why diplomats do this, to solve the problem send your own diplomat to enter into negotiations with the diplomat causing problems. Then offer map information or something, or don't offer anything at all and the AI diplomat should move on and leave you alone. Alternatively, you could send an assassin and make sure he never comes back.![]()
