Trade Resource glitch

Hello, had a glitch with the trade mechanic. I opened up trade with the west and had an American Trade district, my problem is that my trade routes were pirated once and I lost Machines and Cotton. After clearing the trade route the resources weren't being imported anymore, and I've kept the route clear for years, demolished and rebuilt my American Trade District, nothing works. Does anyone else have this issue? I can't build any higher level infantry training buildings or factory buildings.

I'm getting the same glitch in my campaign....not even sure that I got machines at all because I wasn't paying attention when I got the American trade district. I just noticed when I had teched up to modern army and wanted to build the highest lvl infantry building and started to search the forums. I am trading with all 3 foreign powers and no blockades or trade routes raids.....I own most of north-eastern Japan so I'm really close to the American trade node. I tried to move my trade district but nothing happens. It sucks after countless hours but I still have my shogunate infantry and gatling guns so I'll probably finish the campaign anyway.
