Yes they do, however command is limited simply because there haven't been many wars for them to gain command skill in whereas dread and chivalry can be gained in peace time and thus characters can start off with a high rank on both.
Both of them also agffect morale in battles.
Dread decreases the morale of enemy units near the general and chivalry increase allied units nearby.

Well yes, but Some characters like mine are war veterans, becouse they are older, Maybe youger characters should have limited command?

I agree, characters under the age of 30 will beunable to have command traits such as GoodCommander, Infantry Commander and anything else that is considered to need "large scale" battles to gain.
They can compesate partially by using the "naturalcommander" trait and ones that would not require experiance in leading large armies.

Thanks to your "Lord of Silvermountain" now being an ancillary you have room for another trait Seru.

Hey, I will make kind of an "AAR", from the Point of view of Lyonel, I will start now:

Lord Lyonel was staring at that small musical box when Maester Edmyn entered his room,
-My Lord, a letter from Storm's End has arrived...
-Edmyn, Do you remember this box? Lyonel ask in a peaceful tone of voice
-Well, Didn't Lady Anne bring it from the Free Cities like 20 years ago?,quickly answered the old man, he was obviusly on a hurry
-Indeed, you have a good memory, She brought it to Quentyn, he loved it, he made me played it everynight, Here it comes again, he said every time I played it.- Lyonel remembered every little thing about his first son, he remembered how he loved to ride on a horse, how he loved the tales about the Griffin Knight, and specially how he loved listening to the little song of that box,
-Lord Lyonel, the letter,- The Old Maester insisted, But he was lost in memories, and he already knew what that letter would said,- Where does he want me to bring my men,?- Asked Lyonel, In a deep and melancholic voice,...-At Bitterbridge, alongside the Tyrells-....

The last time that he gather his soldiers was when Balon Greyjoy claimed the independance of the Iron Isles, But those memories were too sad to be remembered, at least now when He needed to focus....

Hey Martin, When I started my campaing I noticed that my character only had Proven Commander, Hatred for the Ironborn and the Biography traits,
All units now train at one turn?, I mean units like Knights who needed 3 turns to be trained now are trained in one turn!, And all units refresh at awesome rates!,
Has Martin been a bad boy and touching descr_buildings?
