How to load mods
is it possible to say grab the patch/data file and edit unit, building stats etc. and then load it up using a mod tool. So that i can experiment and not have to edit the official ca data packs.

There is no tutorial for S2 itself, but it uses the architecture of ETW, so this is still valid.
Basically what you can do to start a mod is to take the most recent patch.pack, save it with another name, remove everything you don't want to change, and work from there.
Set it to movie type or add it to your user.script.txt file and put it in the data folder when you're done; it will then override the original files.
