I am playing M2 Britannia with Wales, and I noticed that retraining in Caernarvon (capital castle of Wales when games begins) don't stop!
This place is citadel.
What can cause that problem?

Hmmm could be due to the population. Retraining soldiers cuts the population count (naturally), is the population in Caernarvon too small?

Retraining and training (Unlike in Rome) doesn't cut the population. This has nothing to do with the population whatsoever.
There's a well known bug that if you save or load after ordering to retrain a unit, the retrain will not happen yet it will take you the money needed for it. Once you retrain a unit, end turn to make it truly retrain.

Errrr? I am clicking on the unit card. Over and over. That's why I call it endless retraining.

Situation I am in every time I load the game:
I load the game, and I am playing it for at least 15 turns. Retraing doesn't stop.
Well not sure what you are implying here but there is a limit of re-training slots is the same as how much units you can recruit in one turn, so if you can recruit 12 units per turn then you can only re-train 2, if your cities slots are full it could take you up to 5 turns before being aboe to re-traing all your units garrison in your castle. I would need to see a pic, that could help.
This has happened to me too. The unit is at full strength, It says to retrain (usually happens with a swordsmiths guild or tourney track, every unit except the retrainables has the upgrade) and the next turn is says it again, and nothing changes. Really weird.
This has happened to me as well. The best solution I have for this is to retrain them the next few turns as well, until they are fully upgraded. This works, usually after 2 or 3 turns. The only explanation I can think of is that it takes a while to make new armor/weapons, or retrain troops with better experience, and should take roughly a year to do. Thus 2+ turns to complete the upgrade. Same as how some units take 2 turns to complete, such as the Byzantine and Egyptian heavy infantry (the names escape me as of right now).
Ah now that is why. It is annoying you can't use the whole population as soldiers, but i guess you need some people to remain as peasants xD

Disable the automanager from recruiting?

Have you automanaged your cities? Do you have automanage on?
Basically, next to Caernarvon's name on the live-action campaign map - Are there two yellow ''gears''?
