[FotS] French/British/American trading district

As Saga (Imperial) i wanted to get French marines and their ironclad but i never got French event although I got British and American few times which i refused. Now about 50 turns passed since i refused the last British offer but and now it seems that i wont get either foreign trading district cuz these events are not appearing anymore. In the meantime i became republic but it seems that that doesn't change anything.
Now i don't care which trading district i get i just want that event to happen, what am i to do, is there any chance that i get these events again or not?

The events appear to be random, I have a feeling France is the hardest to get (and I think their L'Infanterie De Marine are the best Marines)

French: Supports Shogunate
British: Supports Imperial
American: Supports both.

Niftyeye is correct on allegiances. but since I just like to kill things, I made my game a little more interesting

so let say You conquered a province which had trade with GB/USA/FR established and you have the right technology researched, did I still need the event to construct foreign district, because the building icon is active, but I cannot build it

game will only let you build one, if you have the correct trigger event and say yes... need to edit your save game to do anything else...

Ahh ffs, So annoying, I am shogunate and didn't realise British were exclusive to Imperial, so rejected French and American help, now I cant build any trade district as it says I need an event to occur - do i get a second chance? any working mods to help me out?

Because it was in the intro.

it flat out tells you which side supports you - US is the only 'neutral' faction.

Im not 100% thats correct, but from what Iv found out both ingame and from these forums, Im fairly sure thats fact.

Ok so I've found the editsf download (http://www.twcenter.net/forums/showthread.php?t=534721) so what next after opening it, scroll down to where it says event? then what? is there a step-by-step guide? I just want to set it so that the French event happened in my save
