Spell Levels

Did anyone notice the newly established spell levels?
It seems that fully qualified wizards cannot cast even the simplest Expelliarmus, Confundo, etc.
Which in the books even Hogwarts students can.

They can cast it, just not with 100% chances of success.

I think duels would end far too quickly if chances were improved beyond what they are now. I personally imagine a "fail" roll on a spell as the defender simply wisking the attack away with their wand, rather than a fizzle of sparks accompanied by a farting noise - at least for the qualified wizards

Looks like this. It becomes a miniature and temporary shield against most spells.

Well I mean in the RP. For example someone fires a spell then its a gamle to use or not use Protego. And you can immediately return a spell after using Protego?

Level 1 spells: 1-5
Level 2 spells: 10-15

err... what if you're proficiency is between 5 and 10? What is you're level?
