Need some help on the economic/fortified regions building

I am playing RSII2.5beta, faction Seleucid. I found region like Pinaca of Gordyene, Tabae of Tahiene, Istakhr of Persia_mikre, and Tarsos of Kilikia. Unit defense point is one point lower than other city, like Rhagae of Mikre_media. I check the blacksmith building, the description said you need fortified city to have the highest updated. I did update those city with economic/fortified regions building. I chose fortified region then Economic and Fortified region. However after I check the city building list, even I clearly chose fortified region first but the list will show I chose Economic region. Why is those city has lower unit defense point and how can I fix it? Thanks!
