Default PC has a history of randomly not starting, coming to head

Well the PC I built a couple years ago has always had an issue that crops up once in a while. It wont start, but only sometimes.

What I mean is, when it gets to the Windows screen, sometimes it just doesn't start up and promptly shuts off. Whereas most of the time it just goes on normally. Strangely enough my mouse, keyboard, and anything else plugged in when i turn my PC on, UP UNTIL that point is on, then it gets to the windows screen and they turn off. Whether or not they turn back on usually dictates whether the PC starts up or not.... I dont know if the two are related or not.... could this be a RAM issue? Or a BIOS issue? Assuming I get it to start up again I intend to settle the matter once and for all.

And yes, I realize I should have delt with this problem immediately...

    Any help is greatly appreciated.

corrupted Windows files, repair windows or reinstall the OS

at least thats what 1000007e code would usually mean,

    run CHKDSK
if it finds issues report back if theirs no issues
repair the OS or reinstall windows
still not fixed, no joke try a new CMOS battery for the motherboard i know i know sounds crazy but seen it work more then a few times,
still nothing test memory with memtest 86+

but most likely its corrupted windows files.
