    this has been an issue since ETW. ive played countless campaigns in both ETW and NTW and have yet to see the AI improve tiles as in whenever i capture a region the towns/buildings are always undeveloped.

    is there nothing even mods can do about this? im basing this on the vanilla game and mods like DM.

    Hate to blow my own trumpet but my mod: http://www.twcenter.net/forums/showthread.php?t=370617 makes the AI invest more heavily in buildings.

    The AI doesn't need any monetary bonuses from buildings because it already gets enough financial help from the game. All that making the AI upgrade buildings would do it make it easier for the player because when you take AI territories they would already be fully upgraded.

    thats an interesting take on it but a lot of the upgrades add more than money.

    some are required for tech advances or repression for example. surely the AI is being handicapped by not upgrading?

    Ai gets no more than 30% financial help on vh. Without upgraded buildings in vanilla that puts it at a huge disadvantage.

    The uai does several things here
    -increases building priority
    -increases priority of economic research linked to building upgrades
    -decreases early military spending which gives the ai huge upkeep headaches.

    Here is an 1807 log of the ai's money on a standard uai campaign with no additional bonus' (I'm the Uk). As you can see all the majors are doing well financially due to their construction of high grade buildings.
