I have already all this requierement :

Conditions
You must have three huge cities in Italy, and have control of following provinces:

Africa 4/10
Sicily 5/5
Islands (Sardinia, Corsica, Melita) 2/3
Iberia 9/16
Gaul 0/19
Greece 0/17
Balkans 3/21 (for Illyria)
Asia Minor 0/5

I'm sorry, but that info is incorrect. I will change it. In order to trigger the reform you'll need to have conquered one or more Gallic regions, too. When you meet all conditions and wait a few turns, the reforms should trigger

You should go to the data folder inside RTRVII, where you'll find a file called 'background_script' inside the scripts folder. There you'll be able to find the reform coding. It's quite complicated, though, I wouldn't advise anyone without modding experience to make changes to it.
