Don't know the answer for a temporary fort. And I think it will be pretty hard to get a fortress/citadel to rebel.

Let me re-state the rest of your question to make sure I understand you correctly: You want to take a city, then have it turn rebel immediately after you take it. Correct?

If so, then the answer is, "No, and Yes."

No, I know of no mechanism whereby you can GUARANTEE that the city will rebel on that turn. I don't think you can 'gift' it to the rebels, because I don't think you can open a diplomacy window with them.

    HOWEVER...

Yes, in many cases you can achieve the same result (having the city rebel) in very short order. All the actions listed below, work better, the larger the city. Things which you control which will help a city rebel:

1.) When you take the city, do not "Exterminate." Instead, sack; or, even better, take the first option (forget name, but basically kills no population).

2.) Destroy the governor's residence/palace/whatever, and any and all other buildings which give a Public Order (PO) bonus.

3.) Set taxes to the highest possible setting

4.) Leave -NO- garrison of any kind: Move all troops, including generals, out of the city.

5.) If you have a general who has a really nasty collection of governance traits (enough to make his presence a more detrimental effect on PO than the "no garrison" penalty) then move him, only, into the city.

6.) If all that does not do it, then upgrade farms.
