Can I get rid of the "Distance from capital"

As the title can I get rid of this PO modifier it is what always stops my empires from reaching there full potential. And if I can not get rid can reduce its effects to where it does nearly nothing to PO.

That really does not fix the issue or it only fixes it temporarly like if I have provinces in Britian and Syria if I move the capital closer to one the other starts issues.

Try and put it central as possible to have the least affect over the entire area, there really is no way to stop it completely.

I know this issue very well , i can't rule my empire right because of the low public order. Annoying
