    Permanent forts here: http://www.twcenter.net/forums/showthread.php?t=170327

Buildable forts, I don't know, sorry. Should be simple to add in.

I believe forts were removed because the AI doesn't deal with them very well. You can stall the AI indefinitely with just forts leaving your cities safe.

To turn on fort building and destruction after vacancy look here: descr_campaign_db.xml

    Look for this line:
    <can_build_forts bool=

To modify the number of free upkeep of troops in the fort, look in descr_strat in data/world/maps/campaign/imperial campaign/

The value that determines cost of forts and towers is in here: descr_cultures.txt

You might want to turn up the cost exponentially to make sure that the AI doesn't build these willy nilly all over the place. And if you're going to turn up the costs anyway, you might as well modify how many free units you can hold inside of that very expensive citadel.
