It's a "non-transferable" trait.
You can transfer it, however, but it no longer has the effects. Best choose the Governor, has to be a Senator (and I believe dvk' has changed it so it occurs after a few turns rather than immediately - after I queried same in testing) - and then he has it for life.

So If I want someone else to be Governor of a province, he has to be a senator and he gains the ancillary, even if someone else still has the original ancillary?

You're welcome, but no, I'm afraid.
Once you've chosen the Governor (found a Senator, moved him to the settlement, waited 4 turns (a delay so the original conquering General doesn't get it) and gained the ancillary).....
Then you will not get a new Ancillary until the person holding it dies. That the same as the other unique (but transferable) ancillaries (like the Legion ones and the individually named ones).
Hmmmm. I would suggest looking into changing that. You could add a negative trait like "resentful" which could translate into "rebellious" to the character who is deprived of the ancillary.
Governorships were essentially a license to steal, and were coveted. If Gov's were particularly greedy, they could be brought to trial after their term was up. Not sure if that is representable in game terms.
