Public Order out of hand?

In all of the campaigns I've ever played, I get to the point where I have all of the public order buildings possible, including the health ones, and my population gets so high that it doesn't even matter, squalor gets out of hand and ruins public order. Is letting them rebel just to exterminate really necessary, or am I just doing something wrong?

You're not doing anything wrong, this is a point in the game everyone faces. A good tactic to counter this civil unrest is to slaughter the population of the cities affected.


1. If an arena is present in the towns, dismantle it.
2. If necessary train more troops.
3. Remove all the soldiers from the cities affected and make a super stack.
4. Turn the taxes of the affected cities to maximum and wait for them to revolt.
5. Once they have revolted, attack, siege and conquer the town.
6. Exterminate the population of the cities once you recapture them.

Not only will you drop the population, and squalor of the cities, you'll gain some extra case.

Also there was a squalor fix put up a while ago, it was a .txt that raised some of the bonuses on health buildings.

No.

Yes.

There are some other good posts if you search for them, as this question comes up a lot.

Also, three things:
1.) Patch to 1.3 and then immediately to 1.5; if you are not already using version1.5 of the game.
2.) You should exterminate everything you capture in the mid to late game;
3.) Only build temples that give max happiness in your far flung cities.

but this time, before the amount write a negative sign (minus) -
Example : add_population Rome -4000 / add_population Campus_Iazyges 4000
Or, if your cheat free, lower the tax rate...
Or, if you have an amphitheater, put it to daily games and whatever.

If you lower the taxes, you will encourage population growth - which is not a good thing.

Always exterminate cities, conquer fast and used the thus gained mountain of cash to construct building that improve law, fill cities with peasants to cover the gaps.
