TBH, I had no idea how to 'reform' the Capuans, so they pretty much stick with what they have, and AOR or merc units. Although many Capuans were Roman citizens, they were not 'technically' Romans. So I didn't feel right giving them the Legions, as that was strictly a Roman development. Besides, if you actually destroy the Romans, then there are no legions.![]()
