Hey guys, just thought i'd ask this question as it is quite a pressing matter for me
So, in my current English campaign (Hard/Hard), I'm at war with Scotland, and haven't presently been able to muster an army large enough to capture Aberdeen (playing KGC mod), so i have resorted to.....literally destroying the city with assassins through sabotage. I figured, if i could drive down the public happiness in the city by destroying churches, inns + barracks, then eventually a large rebel army would spring up in the region, as it would do for my own regions, and cause the Scots a great deal of bother - while in the mean time i form an army large enough to invade.
The issue at hand is, after several turns of destroying every single building possible in the city with numerous assassins and witnessing the public order plummet to 55%, there is STILL no rebel army. I have a spy in the city, and have been monitoring the public order - it has been between 55 and 70% for a good 10 or so turns now, yet still no rebellion. To make it more annoying, one of my city's (York) public order dropped only slightly down to 90%....and on the next turn a rebel army spawned in the region.....
I am aware of AI bonuses on higher difficulties, but do these bonuses extent to a lower probability of rebel armies spawning in their regions aswell??? It's not even as if it's a glitch - a rebel army spawned in a Welsh region, and their public order much greater than 55%. I cannot drive down the order anymore - no buildings in the city remain operational (the inn and church are completely destroyed) and the AI has strangely left only 1 unit to garrison it....while keeping 2 huge armies outside. I'd be interested to know whether i should simply give up destroying the city, or whether my plan will actually work
