My mod is set up so you won't see any ship traffic until shipwright/merchant warves.
I have looked into them as having inherited this mod but there is a line in one of them that is a minimum for ship traffic so land travel gets prference.
I don't worry about either ships or wagons when I first start a campaign because the odds are against me in buildings already built, roads, built, ports built, and little things like trade agreements being in place.
