Default Direct X turns off ?

My direct x or some part of it turns of in my pc after a certain while if i don't start playing a video game . I noticed it has maybe something to do with videos . Once i was watching some series videos on browser when they started lagging and i also wasn't able to play any game .
    Tw games say :

Rome: Total War failed to find DirectX 9,which is required for the game to run.
    Please reinstall DirectX.

EDIT: To prevent confusion i just showed you an TW game error however all games on my pc are unplayable .

The easiest way is a fresh install of Rome Total War. It's corrupted, not dx9.

If you're unsure, run Windows Update manually and install all software options.

doesnt work reinstall / repair your OS, if no games are working something in your OS is borked, could be a virus, or corrupted files, any number of things,

firs thing i would do is run CHKDSK to check the HDD, see if theres any corrupted or borked OS files, if it turns up clean, i would look into a complete reinstall of the OS from scratch.
