Odd posession of the Arverni

Technically this may not be a bug, but I consider it one, as it is really odd:
The Arverni posess a city in Anatolia, and it is only 271 BC. How can this happen? I thought the AI tends not to accept region offers, if the regions are not conected to their man land.

Every region has a creator culture defined in the txt-files. If a region rebels, it will join the creator faction (or if it rebels against this faction join the Eleutheroi).

Now everything makes sense. I wouldn't have thought that there were celts in Galatia.
