Lukashenko lashed out at the European Union in general and at Westerwelle in particular after the EU imposed new sanctions against a number of Belarusian government officials.

“It is intolerable for us as Europeans to see human rights and citizens’ rights in Belarus thus violated. This is the last dictatorship in Europe,’’ German Foreign Minister Guido Westerwelle declared.

To which lukashenko replied

Homophobic? I like the gays, but if I had the choice between being a dictator and being a homosexual I'd choose dictator too. Though I would probably end up dressing the same either way.

fun part is that he openly said "he is rather a dictator than gay" thus admitting his democratically legitimized rule doesn't appear to be based on the democratic vote on alive persons but whatever names you could one shove into the voting lists.
