"Lex Constituere Vigilem - A body of Plebs and Freeman will be recruited to form 5 companies of 100 men each in barracks located throughout the city.
- Each company will be lead by a man of the equestrian order.
-The praefectus vigilum is in charge of all 8 companies and reports to the Aedile.
-This body shall be paid for from the public treasury, by a small tax on slaves sold.
-The Senate will have oversight of the Vigiles . And Could Disband it whenever it wants with Reasonable cause and with the consent of the Tribune of the Plebs
-It is Mandatory that a Freeman be on the Vigiles For 5 years (( After 5 years they can become Citizens ))
