    Default Windowed mode

Is there a way to get this into windowed mode? I tried -win and -window at the end of the shortcut, but both don't work.
    Exactly.

Did you add '-ne' to the shortcut? I'm not sure what it does, but my RTR's running in windowed mode

    It worked! Thanks.
Another question, are towns supposed to have -50% population growth? I suppose that's to keep them minor regions?
    Exactly.

Yes. Only Major Regions will have population growth. Mini Regions are mainly there to represent strategic strongholds or places of economical importance in a Major Region, comparable to the separate buildings spread over the region in ETW.

When using the RTR VII launcher, you will see a white box in the bottom right corner, containing the words ''-show_err''. When you add ''-ne'' to that line and push the save button next to it, the game should run in windowed mode.

I've read a few threads that suggest not puttng it in Windows Mode. Is there a benefit for doing so?

I run in windowed mode because I have two screens and I won't have to minimize the game to go to my other screen. I wouldn't know what's wrong with it though.
    Exactly.

It allows me to use alt+tab to go from the game to MSN or TWC when testing and collecting data
