Low FPS playing Napoleon Online

I get an average of 30 fps with everything on high, occasionally hitting 50 away from the battle and sometimes dropping as low as 18 during the battle. I tried both High settings and Low settings and got almost no change to my FPS. On top of this while playing with my friend online in a 2v2, having set the funds to low and units sizes to medium, as well as lowering the graphics to medium I got between 10 and 25 FPS. I have a 570 overclocked to 850mhz, a 2500k overclocked to 4.6ghz, and 8gb of RAM. Can somebody please help me understand why my FPS is so unvelievably low? It is barely playable in single player and completely unplayable in multiplayer.

My earlier post regarding this was removed. I believe this was due to a moderator believing that I had pirated Napoleon. However, I bought Napoleon through steam and was only using Hamatchi at the time as I had previously been unable to connect to my friend. If necessary I will forward my proof of purchase email to any moderator who requests it. If I am mistaken about why my post was removed please message me about why my post was actually removed.

Most players consider 30fps fine.

I certainly agree that 30fps in single player is fine. The issue is that I am averaging 10 to 15 online, even after lowering the settings.

Line connection, then. Nothing to do with the game otherwise. One of you two is waiting on the other one.
