    I'm playing as Russia for the first time and my peasants went from rioting to rebellion within a short period of time. I had thought that my public order was in pretty good shape but the peasants are revolting!

    I hate to waste blood and treasure fighting rebel armies but is there any choice? What i just garrison the cities and wait them out? Will the rebelion grow even without a city to recruit from?

    If you wait they will pillage your lands and reduce your income, best way is to either lower taxes enough so you don't have any rebellions or keeping large garrisons, both will reduce your income though.
