    Do Admirals and Generals get their allotted resources/money when the budget is decided, or do we use personal funds to create our forces?

    Admirals and Generals do not get allotted money; rather, the Minister of Defense raises troops and assigns each general their units.

    so generals do not recruit themselves but we get units automatically assigned to us, how do we know when we receive any regiments or units?
