    Default Phalangite recruitment

According to the recruitment viewer, It is possible for Pantodapoi phalangitai to be recruited in NW african coast and the provinces around Sabea. Also, the Seleucids can recruit Klerouchoi phalangitai in not only the regions mentioned above, but also in Iberia and Gaul. Why is this so?

Judging from their unit description, the Kleruchoi Phalangitai are drafted from the settlerd peasants. If an empire takes over a country, it makes sense to settle their own people in those regions. Those people are then obliged to serve in their army, preferably in their native fighting style. Hence, the Seleukids train phalanxes just about everywhere.

More important: are you planning to take Gaul or Iberia with Seleukids?

It's still somewhat weird that you can recruit them from Gaul and Iberia, though not from Italy for example.

Most players wont invade Iberia or Gaul with Seleucids, I think.

Even though the phalanx is a Hellenic soldier formation, some Thraikes, Keltoi, Ioudaioi and other subjects were also given Klerouchos status to increase the number of Phalangitai available, but the main bulk of the Klerouchoi Phalangitai are still Hellenes.
I'm no Hellenistic historian but judging from its description, the unit existed nearly in all locations where Greeks settled or influenced the local population.
