    Default City Rebellions

Ok, so I had this brilliant EB plan to defeat the Ptolemies with an army coming up from Ethiopia. I'm Saba btw. Anyways, with my borders secure with rebels I only had to worry about an attack from one area. Unfortunately, the Selucid Empire took a rebel settlement to my north east.

Of course, due to AI brilliance it left two small units in a rebelious settlements and it rebels. Now, it decided to join the great Saba empire which is nice for me. However, it means I'm now bogged down in a large war against another empire.
Is there any way to avoid a war by this mechanism or does it always result in this?

If you've transcended your facticity, congratulations. You're 3 transcendences from HoS.

Many settlements (if not all of them) have 1 or more parent factions, which they will rebel to, if the conquering faction doesn't take care of the public order (AI doesn't usually do this, especially the more eastern faction ones like the Seleucids)

Not so far as I know; your only hope is that the AI doesn't lose any cities which would rebel to you. The same thing happens if one of your cities rebels to an AI faction - instant war.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

You can use the section about rebellious Ai-towns in the frequently encountered issues to prevent such a rebellion.
Every region has a creator defined, chosen as close as historical and gameplay allow.
