Default A way to determine whose lands a general is standing on?

As titled. Is there a condition that could determine the owner of the region where a general is located? For example maybe I want to check if a English general is standing inside a French territory.

I know there's always IsRegionOneOf but it's not very accurate, maybe the region has changed hands..
