In the data folder there should be a descr_cursor_actions.txt file...Note that not all mods have this and sometimes it's in the vanilla game folder...Also note that at the top of this file is the coding for all the actions possible and I advise you read this very carefully before proceeding...Now after that look for this entry...

This should allow you to assassinate your own agents and characters...
EDIT; I just tested this and changing these does allow you to use the assassinate function but when the scroll opens all it says is "No valid assassination target" or some crap like that...So I can assume from that there is more to it...Sorry I haven't taken the time to test this before now so I wasn't sure if that was all that was needed or not...anyway I'll keep testing different things and see what I come up with I guess...
