How come in this game you get hardly any money from sacking a settlement? This was always a useful strategy to gain more money. Is there anyway to put it back in?? Thanks

It's just that most settlements have very low population in the beginning, I think. It will change with time when the settlements grow, around turn 100 I have regularly gained more than 10000 from sacking in my current Mordor campaign.
I have never understood exactly what sacking the settlement did...
Things I trust more than American conservatives:
Drinks from Bill Cosby, Flint Michigan tap water, Plane rides from Al Qaeda, Anything on the menu at Chipotle, Medical procedures from Mengele
The idea is that you basically take anything of any value from the town/towns-people, anything that isn't nailed down, you do a bit of pillaging, a bit of rape, a bit of burning...a useful tactical option if you don't actually plan on holding the lands you have just acquired and only took them out of necessity. You can get a decent amount of money if there are enough people living in the town that you can take valuables from - unfortunately not everyone likes being subjugated/raped/stolen from and so a few locals die during the sacking. Keeps the populace quiet for a couple turns too if they're close to rebelling (although extermination is best for this kind of oppression).
Not to correct you or anything but I'm fairly sure I've never seen a building destroyed from itThe only way to destroy a building is to own the settlement and raze it. Otherwise, they can only be damaged. (though they can be damaged up to 100% I believe and it just costs lots of $$$ to repair it)

Have not played Gondor yet in 3.1 (or any other faction) but I use to always go sack Harad's Coastal cities earlier to destroy their trade and the core of their economy. Also, after you sack a settlement, if you don't plan on holding it destroy EVERY building there you can. You can destroy everything except: walls, farms, and iconic buildings. (e.g. Orthanc) I've gained 10,000's of $$$ before in early games via doing that. And when the enemy takes it back it will be a worthless settlement, unfortunately if you end up taking it back later (a few turns) it's basically useless. I only do that when I know I'm not going to have use for it for at least 25+ turns.
I would only exterminate a settlement if I did not want the enemy to upgrade it any time soon. Because it kills a MASSIVE % of the population. In my games it's usually something like this:
Occupy: 80%
Sack: 15%
Exterminate: 5%
It's either that or the AI destroyed the buildings, but i'm pretty sure it was the sacking
