    Default Public order

    I’m doing my first campaign as scipii. In most of my cities I have at least half a stack of town guard, all
    Public order buildings available and low tax but the happiness in most of these cites is around 100%. In a lot of the cities I even have daily games. In one of my cities that I enslaved when I captured it now has a full stack, daily games and races and low tax but the public order is at 80%. Am I doing something wrong?

    1) Use peasants for initial peacekeeping.
    2) When it gets too out of hand, let them rebel by removing your peasant stack and conquer/exterminate using your real army.
    3) Rinse and repeat.
    4) To prevent this happening, remember to NEVER, IN ANY CIRCUMSTANCES WHATSOEVER to build farms. Always build sewers/baths instead to grow the population.

    ALTERNATIVELY

    1) Download a mod.

    Go you a guide such as this and go into the Export_Descr_buildings and add population happiness bonuses to the mandatory buildings (Ex. Governors palace, imperial palace, ect.

    Nah, you're not doing anything wrong. It's just Rome's excessive use of Squalor. They didn't factor in diminishing returns for Population growth, so Population and squalor are exponential, It's just a design flaw. Nothing short of letting your Settlements Rebel will fix it, and when you have 50 plus settlements, it soon becomes a game breaker. Personally i would rather be doing other things than exterminating my cities all the time.

    Thanks I managed to fix my most disorderly city using that. even using that file didn’t completely fix that city.

    Thanks to both of you I was really frustrated. But buildings like aqueducts and public baths should have increased public order in the first place.
