Aediles
Rhapture brought up some good points as how to address some of the Aedile issues. I think the Aedile office should be inherently capable of generating populist points depending on the level of RP and dedication of the person holding office on a scale of 1-5.
There was the question of money, which I think for the sake of not complicating the economy issue should remain unimportant in putting on games. Yes, lots of money was spent on games, but I don't want to tweak the whole economy system to reflect that. So let's just assume that one of two things must happen: An event in the arena or the circus every term hosted by the Aedile (though he could do both if he wanted). Based on how nice the RP is, he could win populist points.
Additional games could be hosted by other individuals for special occasions (like a wedding) and could also be given the opportunity for populist points if that RP is good enough.
The recent races would be an example of an outstanding RP effort.
