I'm guessing you want the Imperial reform ? Wasn't there a bug with the 'Expert Recruiter' requirement ?
I thought that was fixed.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

I hate playing as the Romans, let alone those hideous Camillan/Polybian monstrosities. When I do play them, I change all the scripting for the reforms so I get Marians as soon as I take control of Italy.

I have 2 generals that are capable of becoming my G. Marius. I'm building and destroying the shrine to Ceres constantly but I haven't had luck yet. I'm curious, do I build the shrine and let it stay there for a turn (then destroy it) or do I destroy it on the same turn it has just finished building?
Also, is there anything I can do to make my generals into Consuls or is it just a waiting game?
