When you post you see that set of scales under your post count? That is rep, it can be given to you by other members for being helpful or playing an activity such as the Who Am I? thread that you can see on this board. There is really no use for rep but it can show to the community that you are a rather knowledgable or helpful person and it has some really hilarious and great sayings that come with it.

For Empire skin, each set of scales in 0-2 rep, each ring for 2-3 rep, each gold fleur-de-lis for 15 rep, and each red fleur-de-lis for 150 rep. So, if you take my rep, you can see that I have 4 rings, which means my rep is between 12-14. At 15 rep, 4 rings get converted to 1 gold fleur-de-lis. At 150 rep, 9 gold fleur-de-lis get converted to 1 red fleur-de-lis, and so on.
You can give rep on certain posts if you like the post, but you can give rep only once you have at least 50 posts and have been a user for 2 weeks.
As mentioned before, it's of no real use, and many users chose to disable it.
Oh, and if you are new, I recommend reading the FAQ in the TWC wiki section at the top. It might help.
