Recruitment

I have just taken Carthage in my campaign and suffered pretty heavy losses to my best troops.And I cant retrain them because I cannot train anything else other then hastati and some ranged units in Carthage.I have
the provincial baracks whic should be able to train principes and triarii.But they dont... so I built republican barracks... still only hastati.I went ahead a couple of turns but still nothing.
Why cant I recruit principes in triarii in carthage even though I have the necessary Barracks?

Only provinces with the legionary shield and a LegioX nr in their name are able to recruit those.

Right click province land to see whether it displays this icon.
Also, ferry troops from Italy, hastati are not the best, but certainly can hold the line. A hint - recruit merc elephants. And OOH BOY!

I have started to ferry troops from that island near carthage and its working out great.But I may start a new game with higher difficulty cuz it just seems too easy for me now... I got like 10 legions and my money never drops below 50 k.I only got Carthage captured for now but I already destroyed like 5-6 of their stacks with minimal loses and the way is open for my legions.Gauls on the other hand are getting massacred.I took 2-3 towns to the east with mines and now germans start to attack me.But my best legion just rapes their stacks with like 100 casualties wich are all hastati.Too easy.
