    Default AI Build Priorities

    Can anyone point me to the file where this is determined? Or is it hardcoded?

    The problem I'm facing is that any time I gift Moria to the Dwarves, they will waste dozens and dozens of turns building things that aren't cultural buildings, and Moria will inevitably revolt.

    I even moved some troops over so they could garrison, but this is what the Dwarves had managed to put up before a halfstack of Cave Trolls kicked them out:

    Dirt Roads
    Brothel
    Ballista Towers
    Mining Network
    Mining Complex
    Town Hall
    Grain Exchange
    Market
    Fairground

    ...

    So at least 50 turns and no Pub, and the Dwarven culture percentage is still 9%.

    the AI in general isn't verry fond of cultural buildings.
    In my campaigns I've often to restore some allied kingdoms.
    most often Gondor, Rohan or the Silvan Elves.
    And if I look at the delivered towns their culturer raises earliest ten turns after handover.
    So they all have a somehow strange building-priority.

    When you conquer a settlement which have different culture than yours, all cultural buildings are automatically destroyed.
