settlement not converting

I'm playing as the high elves and I conquered mountain fort. I've had this settlement for over 50 turns and I still have 0% elf culutre . Ism if its a bug or not but its quite annoying

wierd how did you conquer mountain fort did you let the computer statistics do it for you? or did you play it in game. cause every time i try playing in game for 10 min it crashes and get frozen

wish they would fix these damn bugs already

I've built everything I could. I think I played the battle too.

You can only build cultural buildings at a certain city/castle level. I think mountain fort needs to be upgraded to the next settlement level before building a cultural building. Find a good governor to boost population growth.

I had the first culture building built. what ever that is.. I have also had a general in there but removed him because the settlement was not converting so I thought it was just a waste.
