No I've found at least one owned by a faction of the empire but for most factions there unrecruitable probably so scripts aren't messed up.

This mod is as most true to the lore as possible with the limitations of M2 so no VC - Dwarfs alliances. Sorry

I think the reason there are no recruitable diplomats is because the AI might start making peace treaties with factions they're supposed to be at war against. Can you imagine Carl von Carstein holding hands with Karl Franz I? Or chaos making trade agreements with the High Elves? HERESY!

I think they coud but Vampires don't give their ''gift'' to anyone...They give it to special people.

All Orks is equal, but some Orks are more equal dan uvvas.
