target of Jihad/Crusade

Hi
how do I change the default target of the jihad or crusade?
I changed the descr.region.txt (example: I removed sevilla and I added toledo) but when I start the game sevilla is still a target of crusade!!!

Delete map.rwm in data/world/maps/base

Some Crusade/Jihad targets are hardcoded.

to change the target of jihad just remove the word crusade and jihad right?
