At the beginning of the game, British Pirates are allied to British Colonies, French Pirates are allied to Colonies, Dutch Pirates and allied to Dutch Colonies, Spanish Pirates are allied to New Spain. You have a French/British/Dutch/Spanish consulate in the beginning, that allows you to train their units (French Gendarmes, Flemish Pikemen, French/Dutch/British Musketeers, English Billmen, Spanish Dragoons, Spanish Conquistadores, French Adventuriers, etc.). Your British/French/Dutch consulate will give you missions and constantly ask you to plunder Spanish ports, however, if you want, you can turn your back on your colonial cousins, and start building up your own pirate empire! You can even team up with the Spanish, or any other colonial power should you turn on your home country.
Planned units for the Pirate factions:
- Pirate Swashbuckler (armed with pistols and cutlasses, can shoot in close range, and then engage in melee combat effectively)
- Pirate Arquebusier (needless to say anything, available until the invention of flintlock musket)
- Pirate Musketeer (first it's matchlock muskets, and then replaced by more powerful flintlock muskets)
- African Gunner (same as Sudanese Gunners, maybe with different clothes. There were a lot of African slaves in the Caribbean, and the pirates actually freed them and treated them as equals, unlike the colonial powers which enslaved them, so it would make sense to include them)
- some type of cavalry units, can't think of any Pirate Cavalry
- possibly some elite pirate units, can't come up with any now

- Corn farm (replaces normal farms, needs corn resource in region to be present in order to be built)

- Papaya farm (totally new, needs papaya resource in region to be present in order to be built)
- Tobacco farm (totally new, needs tobacco resource in region to be present in order to be built)
- Brewery (requires a corn farm to be built first)
- Rum Distillery (requires a sugarcane farm to be built first)
- Smuggler's Dive (replaces brothel, requires either Brewery or Rum Distilery to be built in the region first, improves happiness, and allows to hire merchants, assassins and spies)
- Gambling Den (upgrade of Smuggler's Dive, further improves happiness, and also increases trade encome and taxable income)
- Tavern (upgrade of Gambling Den, allows for some elite pirate units to be hired)
- Inn (upgrade of Tavern, allows for some more elite pirate units to be hired)
- Black Market (replaces normal markets for pirates, improves trade income, allows to train merchants, also allows to hire spies)
- Pirate Cave (improves taxable income, and improves law and order though insisting fear)
