RS2 Fails to start up

First off I'm running windows 7 64bit with a gtx450 and an AMD 2.8ghz quad core with 8 gigs of ram. I'm using steam and Rome's installed in my D drive. I have UAC turned off because it's cause problems in other games. So I run the RS2 launcher and select yes to steam and chose the faction I want. When I go to start everything seems to work fine, the launcher finds steam, the game starts up and then it sits on the startup screen. At this point it's frozen and I have to alt-tab out to see the error. I've taken a screenshot of the message and I'll attach it to this post. I apologize if this is the same problem as the Javelinrider problem with a different file or is something else that's been posted before.

Do you have any other mods installed.

No, I clean installed and downloaded RS2 overnight. I had some old mods installed and I know when you uninstall with steam you have to manually remove the extra files from these mods, but I did that so I don't think it's other mods.

Well after 2 re installs it seems to be fixed. I don't know what exactly I did to fix the problem as I did the same thing every time but it's working now.
