TO ALL LORDS AND KINGS OF THE REALM

In this letter is the future of all the Realm and its populace. What has been decided in the Reach, Dorne, Westerlands and Iron Islands today will mark a new era in the history of Westeros. The diplomacy has been going on for weeks, but finally, the result has come.


THE COMMONWEALTH OF WESTEROS

The Commonwealth of Westeros is the collaboration between the Reach, Dorne, the Westerlands and the Iron Islands for mutual benefit, order and security. We stand as one, yet free. I present to you, the government of the Commonwealth:

We have a democratic system without Kings or Queens. All Lords are equal and need not bow to anyone unwillingly. Each Lord, who fills the single criteria of owning land, is entitled to one vote. This vote is used to choose the leaders of the Commonwealth for a term (OOC: 5 turns atm).

Here are descriptions to the different positions a Lord might have in the ruling body of the Commonwealth:

Leader of the Council (the Overlord): He can block any decision one of the council members make. However, the council members can call for a vote, in which the outcome is decided by the majority. The Overlord can NOT rule against the vote of the council. He will lead the Commonwealth and his decisions are set into motion instantly, unless the Council calls for a vote.

Under him the Council, in which each Regional Rule must have one representative:
1. Master of Arms: Is in charge of leading the military of the Commonwealth, both ground and navy.
2. Master of Coins: Might ask any Regional Rule for a donation to another Regional Rule in need. Another task is to collect debts from all over Westeros, Essos and the Summer Isles.
3. Master of Laws: Will act as judge should a Lord or Regional Rule break the rules or sabotage the Commonwealth. His judgement is not final, and may be called for a vote.
4. Master of Diplomacy: Leads the negotiations both internal and external, though mostly the latter. May speak for the Overlord when he is not present.

The Vote procedure goes as this:

Each Regional Rule choose their representative to compete for the Overlord position. Only Lords owning land may vote. However, the representative does not need to own land. He must be a Lord though.

Once they have been chosen, the Commonwealth will unite as one to vote for the Overlord among these four. When the Overlord has been chosen, the Council positions will be handed out to the remaining three Lords. The last position will be appointed by the Overlord.

-Quentyn Qorgyle, Lord of Sandstone.

Westerlands:
-Tywin Lannister, Lord of Casterly Rock,
-Andros Brax, Lord of Hornvale,
-Gawen Westerling, Lord of the Crag,
-Quenten Banefort, Lord of the Banefort.

The Rules of the Commonwealth of Westeros:
*The Council's word is final. Any Lord disobeying orders will be warned, then stripped of lands and titles, and may face banishment.

*A Lord must always represent the Commonwealth in a good manner. Any sabotage or uprising will be dealt with swift and merciless.

*A Lord is not allowed to make important decisions without first running it through the Council.

Three simple rules. Don't break them.

Good Lords and Kings of the Westeros!

The elections have come to an end!
In democratic voting, with majority of the votes Lord Tywin Lannister of Casterly Rock has become new Overlord and Leader of the Council of The Commonwealth of the Westeros! He will hold his position for 5 turns starting from today (turn 2).

The seats on the Council were also voted, and following Lords were chosen as their lands representatives:
Master of Arms: Lord Balon Greyjoy of Pyke.
Master of Coins: Lord Mace Tyrell of Highgarden.
Master of Laws: Prince Oberyn Martell.
Master of Diplomacy: Lord Tyrion Lannister.

Let's celebrate this unique moment of first democratic elections in the Realm together! The celebration parties are held in every major castle and city of The Commonwealth of the Westeros, and special parades were organized in capitals of each region. Every non hostile guest is welcomed!

It is in the Commonwealth's interest that the vale should not be ruled by Arryns. It will serve as a seat in the east. Should you have complaints, speak to Lord Tyrion, Master of Diplomacy.
