Is this file moddable mid-campaign, i.e. will changes to "prefers_naval_invasions" setting take effect without starting a new campaign?

I don't think that's save-game compatible. I also have no idea what the prefers naval invasions does actually.
Almost all files in the data folder are save game compatible unless there is a overhaul change that introduces new entry instead of change in pre-existing values. Changes in the world folder, like the base folder, CS, descr_start.txt etc are not save game compatible.
AI then boards ships and attacks another faction via sea, disembark and stuff.![]()
Changing this is NOT save game compatible...you would need to start a new game to see the effects....as far as the "prefers naval invasions" line...if i remember correctly what this does is slightly alters the factions invasion methods so that they are more likely to invade distant lands using armies transported with ships and not just use ground assaults...

Faction colors are save game compatible, not sure about the rest![]()
why don't you just try an on/off thing with "has princesses" or something, that's easy to verify, in mid-campaign ?
on a second thought, it does sound like something that wouldn't be save-game compatible
and selective/partial compatibility of files's features doesn't seem logical
I'm thinking if colours are changeable then why not naval invasion, so I have altered it and have gone back a few turns in my campaign to observe differences in AI behaviour.
Well that didn't take long. Where previously two stacks of Crusaders were previously stuck impotently on an island whilst I destroyed their mainland settlements, after I made the change within 1 turn they built a ship and boarded it.
Question Solved as far as I'm concerned.
Seems pretty conclusive to me. Incidentally I give prefers naval invasions to everyone. I guess 'prefers' is a typo which was meant to read 'enable', maybe I'm missing something.

That's strange to me that it worked because I've tried switching other things in that file mid-campaign with no effect...I just assumed afterword that file was not save game compatible....but good find anyway...I'll have to check it again later
