The War in Spain progresses without bloodshed. The elusive nature of the Spanish tribes is proving annoying, as they refuse to bring battle.
Pirates from Asia Minor have begun to wreak havoc on the eastern seas. The eastern provinces are begging their governors to protect them from these threats, but so far the governor has been silent on the matter. Pirates have seized control of Cilicia I and II, shutting down all tax revenue.
Several legions have started to revolt, since they were not paid their annual wages last year by the governors. Legio VIII Macedonia and III Hispania have dispatched their tribunes to the governors, but have not heard back. The longer the legions go unpaid, the more desertions will occur.

Praetor Maximinius came into the Curia. He had a long face due to the recent reports of legions rebelling against the authority of the Republic, the drawn out conflict in Hispania and the citizens still protesting. He snorts heavily and sits down.
Security issues first...then these civilians.

Gaius Primus entered the Senate and handed Regulus a note (PM) and then took his seat. After waiting for the assembly to fill up, Gaius rose to address the Senate.
Senators, in addition to the compounded issues of the previous year, we have come to face new problems due to our irresponsible Pro-Consuls. The legions must be paid immediately. I recommend we release 1,000 denarii to cover the costs of the previous year and and additional 200 to be sent to each legion to ensure their loyalty this year. The Praetors can then decide to levy charges against the Pro-Consuls for their mismanagement.

I concur with your words, Gaius. We must concern ourselves with ensuring the loyalty and pacification of our legions. We cannot lose any ground! I shall work with you to bring charges against our Pro-Consuls for their laziness in their duties.
Maximinius stands up as well and looks at everyone. He quickly slips a letter to Gaius as the Praetor stood.
Another main concern, involving our forces, is the actions of our legions in Hispania. It is a drain on our treasury as we have had no reports on success from Hispania since the departure of Consul Gnaeus and Praetor Lucius! We must act quickly upon our armed forces and the security of the Republic. And have our forces ensure quick victory upon the barbarian hordes so that the Senate and the treasury has one less thing to worry about.

What is happening on our provinces? Have the governors dissapeared suddenly? I demand that the Quaestor is sent to investigate and have them removed if they are found to be neglecting their duties.
The Pro-Consuls of Asia and Iberia reported to their post, and then promptly gave up the duties of their office. We will deal with them later, for now we must ensure that the new governors reach their posts and begin to reverse these problems. If the Pro-Consuls continue to abuse their posts we can simply re-absorb the provinces into direct senatorial control.
It is not in the Quaestor's power to initiate an investigate, Tribune. That is fully up to the Praetors as well as the Consul's responsibility. Seeing as two Pro-Consuls have given up their position and cooperated per law of the Republic, there is no need for an investigation. Only trials and charges are needed to make an example of what happens when laziness is existing within our ranks. As Praetor, I will take it upon my duty and work with my colleague to bring these men the justice that they deserve as a show of what happens when their lack of motivation to work for the security and preservation of our Republic affects their duties and the people they are supposed to protect.

Remember...the Republic rewards the hard working and those of merit. I would rather see you all work hard than standing before me as your judge. I agree though that if the Pro-Consuls continue to neglect their duties, the Senate should take direct control of Proconsulates.

The Pro-Consul of Asia and Greece should be contacted and asked to update the Senate on the current situation. And he should begin to fix this problem in a timely fashion.

I completely agree. We need to reopen our trade in Greece and keep those lanes safe from pirates. If they continue to fester like a plague, they will hurt our Eastern trade.

Let's get done with that issue hastly, then. I have several issues I want to have taken care of for this year and wasting time because a governor is not doing his job distracts us from them. I propose this:
Lex Orientale Mare Obses
I. The Governor of Greece and Asia shall use their current resources to put an end to the pirates in the Seas of their provinces.
II. The Governor shall send word of his plan of action as soon as he recieves orders from the Senate, and execute it.
III. The Governor shall send word of the progress of his campaign.
IV. Should the Governor fail to report a plan of action, or at very least act upon what is occuring, he shall be dismissed from office, tried for negligence, and a new Governor elected.
I know not about his resources, but, truly, must we be the ones giving them orders, chasing them around like parents whose children keep playing instead of taking care of their duties? But I digress.
I propose that all governors, I mean, Proconsuls, shall make an anual report at the start of their terms, presenting a plan on what they wish to do, the resources they need, and their expectations for the year.
