It's near the begining of the file before any faction_ai_label's
You only told them they couldnt FORCE invade, not that they cant invade AT ALL
can_force_invade covers forced invasions (such as crusades) and naval invasions, not normal "I wanna attack you" invasions. By the way, -1 faction standing is as low as it's possible to get, so no-one will ever attack you if you use that minimum. -1.0 is lowest, 0.0 is neutral and 1.0 is highest. So to achive what your looking for try:
