Default How can i recruit a Governor?

Hello, i play as Rome, and as a House Rule, im gonna use Family Members(and generals who get a chance to be promoted after a battle) along with a full stack to represent a Roman Legion, however, if i do that, all of my cities will have no governor and ill lose money and Public Order.

How do i recruit a local governor to govern my city while my Family Members fight?

You need a type 4 government to recruit a Client Ruler or Non-FM-General. See here:

Here's a guide for playing Rome like a 'true Roman':

Take into account that these recruited generals/governors affect your FM/region ratio as 'real' born family members, so don't recruit too many of them or you won't get new babies...

Not really. I mean, yes, your cities will generally not make as much money and have lower PO than if they did have a Governor, but it's not really a difference between "Rich" and "Breaking Even," it's more a difference between "Building Ships Made of Gold Because You Can" and "Rich." At least, for Homeland and nearby regions.

Note that non-FM Governors are only good for Governing Type IV cities - if you put them in a Type I-III city, they will start racking up PO Penalties. Likewise for sticking FM Governors in Type IV cities.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.
