You should post this in the Kingdoms Modifications> Third Age Total War section. They can help you much better than we can since this area is focused largely on vanilla Medieval 2. Doing so keeps things organized, and a moderator may even be able to move this over there for you.Originally Posted by negrosauraus
Anyway, to try to help you with your question, I believe it has to charge up for 5 turns after/for every use. I think you may have to click on the eye/palantir in the constructed building section of Barad Dur, and then press F3. If that isn't right, you should be able to get in-game help by right clicking on it. It should tell you to press F1 to learn how to use it. Hope this helps.
