Okay sorry if i have been lasy and no read the version three notes properly however, no matter what faction i play, i get at least one adoption offer (not marriage) per two turns max. Once i was pretty darn dumb and tried to acept all of them to see if the offers would stop, they didnt and i have so much money going out on their wages, it crippled me.
Not that im complaining just found it weird.
